Acquisition Description:
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Karl Storz Endoscopy – America, Inc.
The NIH requires the purchase of the Karl Storz AIDA, Wireless and Cart System. Includes AIDA Bella kit, transmitter kit, cart, and StreamConnect Application. The purchase is necessary to the NIH, Critical Care Medicine Department (CCMD), Critical Care Therapy and Respiratory Care Section to maintain the ability to provide bronchoscopy procedures outside the CC Operating Room while still capturing, storing, and interfacing images and videos for bronchoscopy procedures on adult and pediatric patients within the Clinical Center.
Justification:
The NIH Operating Room (OR) currently utilizes the Karl Storz AIDA System and StreamConnect for capturing, storing, and interfacing images and videos. By utilizing the same system outside the OR, we can increase consistency for process, diagnostics, and storage while allowing us to utilize the interfacing process already in place thus reducing cost. The Karl Storz AIDA System and StreamConnect Application are not compatible with outside manufacturers’ products. Purchase of a system from a different manufacturer would result in additional costs to the government associated with implementation and customization of a system to interface with existing electronic medical record.
The requested equipment must be integrated with existing NIH-owned electronic medical records using the already established interface. The manufacturer utilizes proprietary hardware/software interfaces and data protocols that are not available from other sources or distributers. Use of an alternate product would require significant system modification, revalidation, retraining, and could adversely affect continuity of operations and data comparability. The manufacturer sells directly and is the only source capable of providing equipment that meets the Government's compatibility requirements.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
