Sources Sought for Short-Range Tactical Missile System Production

Description

The United States (US) Army Contracting Command - Redstone Arsenal, AL (ACC-RSA), on behalf of the US Army Capability Program Executive (CPE) Offensive Fires, is issuing this Sources Sought Notice (SSN) as a means of conducting market research to identify existing capability for short-range missiles similar to the Joint Air to Ground Missile (JAGM) and HELLFIRE (HF) program. Specifically, the Government is interested in identifying existing capability for All-Up Rounds (AUR). This Request for Information (RFI) aims to identify potential solutions and industry partners that are capable of demonstrating a mature enough capability in 1st quarter of Fiscal Year 2028 to address the problem statements outlined in the Government Need section below. CPE Offensive Fires encourages all industry partners, as well as Governmental Agencies, to respond to this RFI with a focus on capabilities and interoperability. 

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute an invitation for bid (IFB), request for quotation (RFQ), or request for proposal (RFP). This SSN does not constitute a commitment by the U.S. Army to procure products or services. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SSN OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. Submission of any information in response to this SSN is purely voluntary. Information submitted in response to this SSN is submitted at no cost to the Government and will not be returned. Any exchange of information shall be consistent with procurement integrity requirements, and all appropriate proprietary claims will be protected to prevent improper disclosure.  

The Government will evaluate market information to ascertain potential market capacity to: 1) provide production of a short-range missile, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel; and risk mitigation.

Government Need:

The low-cost tactical Missile System is defined as: •    All weather targeting and propulsion systems solutions. •    Capability against advance countermeasure and in a Global Positioning System (GPS) denied environment  •    Capable of integrating with joint manned and unmanned air, ground and waterborne platform using a M299 launcher or          equivalent. •    Range options 500 meters (min) and 8000 meters or greater. •    Targets: Heavy/Light armor track vehicles, command and control nodes, air defense artillery radars, Counter-Unmanned Aircraft Systems (C-UAS), small fast attack maritime targets •    Must provide technology and performance details on seeker sensors, warhead and propulsion solution. 

Required Capabilities:

The Contractor shall be able to provide resources, including manpower, supplier base and facilities, starting no later than approximately 4th quarter of Fiscal Year 2028 to consist of program management, engineering, product assurance, logistics, configuration management, and test/evaluation. The contractor will also provide containers, pallets, environmental cover assemblies, special inspection equipment, software, supportability elements, platform interface and test sets as required.  

The initial delivery of up to 8,000 tactical missiles, including all supporting spare parts and sub-components, shall be completed within 24 months of initial contract award.  Each subsequent annual order shall consist of up to 8,000 tactical missiles, including associated spares and sub-components. The delivery period for each subsequent order shall be 12 months, commencing on the date of that specific order placement.  Interested sources shall submit verifiable evidence demonstrating their capability to produce, test, and deliver the specified quantities within the mandated lead times. Submissions must confirm the utilization of an active, qualified, and operational production line.

The Government also requires compliance with American National Standards Institute (ANSI) / International Organization for Standardization (ISO) / American Society for Quality (ASQ) 9001:2015, AS 9100, or equivalent Systems Management.

SUBMISSION INSTRUCTIONS:  Interested parties who consider themselves qualified to perform the above-listed production are hereby invited to submit a response to this SSN not later than the response date listed in this notice. The submitted capabilities statement shall be no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. All responses under this SSN must be in either Microsoft Word or Portable Document Format (PDF) and submitted via email to the primary point of contact listed in this notice. All data received in response to this SSN that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.

Responses must address at a minimum the following items:

1) Organization name, address, email address, website address, telephone number, organization size, ownership type, and Commercial and Government Entity (CAGE) code.

2) Provide a description of your company’s expertise and experience in providing production support for tactical missile systems. 

3) Describe, in general, your company’s approach to developing the capability to provide production for tactical missile systems.

4) Provide risk-based analysis for cost, performance, and fielding within 24 months.

5) In addition to production support, what type of work has your company performed in the past in support of the same or similar requirement?

6) Can or has your company managed a team of subcontractors before? If so, provide details.

7) What specific technical skills does your company possess which ensure capability to perform the requirements?

8) Develop a risk-based analysis for any potential deviations or waivers from current acquisition, Mil standards, Federal Acquisition Regulation (FAR), or other standard requirements. Provide this analysis as a one-page annex to your approach.

9) Vendors that cannot meet all requirements must provide exceptions for their solution.
