Description
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West (HCD-W), Fox Branch – West, Bldg 339 Clark Road, Ft Shafter, HI 96858 in support of Tripler Army Medical Center, Hawaii, and in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Sole Source acquisitions and FAR 12.102 (a) only one source being available to meet the Government’s needs, intends to make a sole source award to:
L1 ENTERPRISES INCORPORATED 618 W PATRICK ST FREDERICK, MD 21701-4028
Based on market research, it has been determined that L1 Enterprises Incorporated is the only source that can meet the Government’s specialized requirement. The Iridex IQ 532 Laser is the only laser capable of going up to 6,000 watts of power and will be used in microscopic cases compatible with existing microscopes at Tripler Army Medical Center, Hawaii.
The statutory authority permitting this award without providing full and open competition is RFO FAR 12.102-1(a) which authorizes the government for purchases not exceeding the simplified acquisition threshold (SAT), to solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The North American Industry Classification System (NAICS) code for this requirement is 339113 – Surgical Appliance and Supplies Manufacturing; the business size standard is 800 (# of employees). The Product Service Code (PSC) is 6515 - Medical and surgical instruments, equipment, and supplies. This announcement fulfills the synopsis requirements under RFO FAR 5.201 and 5.203. This Notice of Intent is not a request for competitive quotes.
