Description
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The 436th Contracting Squadron (436 CONS), Dover AFB, DE, intends to award a Firm-Fixed-Price (FFP) contract for the manufacture, delivery, and on-site training of one (1) self-contained, deployable 20-foot ISO-compliant Mobile Embalming Unit (MEU) in support of the Air Force Mortuary Affairs Operations (AFMAO) global mass casualty mission.
The MEU is a modified commercial, non-developmental item that must utilize a new, certified 20-foot High-Cube ISO shipping container as its structural shell. The fully integrated container and its onboard systems must be engineered for transportability via C-17, C-5, and standard flatbeds, and must operate continuously in extreme environmental conditions ranging from 0°F to 120°F.
Critical Technical Specifications Include:
Power & Backup: An integrated tri-fuel generator (Propane, Gasoline, Natural Gas) with an automatic electrical transfer switch compatible with 50-amp shore power (accepting both 120/240V 60Hz CONUS and 220V 50Hz OCONUS municipal power). HVAC & Bio-Containment: A specialized, high-performance single-pass HVAC system providing a continuous exchange rate of at least 15 air changes per hour (ACH) and Local Exhaust Ventilation (LEV) to maintain formaldehyde concentrations strictly below OSHA's Permissible Exposure Limit. Plumbing & Fluids Capacity: Integrated corrosion-resistant water tank storage with a combined capacity of at least 880 gallons (configured as 275 gallons fresh, 275 gallons wastewater, and 330 gallons emergency reserve). Equipment Integration: Mounting and utility connection interfaces compatible with Government-Furnished Equipment (GFE) commercial embalming machines (e.g., Portiboy, Dodge APC, Frigid, or Duotronic). Delivery & Training: FOB Destination shipping to Dover AFB, DE, with a required delivery schedule of 120 days after receipt of order (ARO). The contractor shall provide a minimum of one (1) full day (8 hours) of on-site setup, leveling, utility connection, and operational training for up to six (6) personnel upon delivery.
Basis for Award: Award will be made to the responsible offeror whose technically acceptable quote represents the Lowest Price Technically Acceptable (LPTA). Evaluation factors will be:
Price: Evaluated for reasonableness. Technical Acceptability: Evaluated on a Pass/Fail basis across five (5) subfactors: Technical Approach, Designs & Specifications, Bill of Materials, Training Plan, and Quality Control/Warranty (as detailed in the attachments).
