Description

The 139th Airlift Wing located at 705 memorial drive St. Joseph Missouri 64503 has a requirment for Installation and inspection of two (2) overhead rigid rail fall arrest systems located in the R11 Bay and the Fire Truck Bay. As well as a comprehensive annual inspection and an Engineering Design Review (EDR) for existing systems located in the Fuel Cell Hangar and Newlon Hanger. This requiement is 100% small business set a-side. The North Amercian Industry Cassification System (NAICS) Code is 333923 with a small business size standard of 1,250 employees. Please be advised that this is a combined synopsis and solicitation notice. All quotes are due NLT 1300 on 11 Sept 2026.

A pre-quotation conference and site visit is scheduled for 3 Sept 2026 at 0900 local time for the purpose of briefing the solication requirements and answering questions. This conference will be held in Building 26 in room 39 at the 139th Airlift wing, 705 Memorial Drive St. Joseph MO, 64503. The site visit will immediately follow the conference. b. The clauses at FAR 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work will be included in any contract awarded as a result of this solicitation. Accordingly, quoters are urged and expected to inspect the site where the work will be performed. c. Due to base security requirements, all quoters must register to attend this conference and site visit no later than 28 Aug 2026 at 1:00 PM local time and complete a police records check for all individuals planning to attend. A REAL-ID compliant Government issued identification is required. Please email amanda.glise@us.af.mil to request a blank form for the police records check. d. If you have existing base access credentials, only the attendee(s)'s name is required to register. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government's denial of your access to the conference and site visit. This information will be provided to Base Security Forces who will authorize your entrance to the installation. e. Visitors must stop at the installation's visitor center. You will be required to present your real ID or government compliant identification upon arrival. Ensure you have the following documentation for your vehicle when entering the installation: registration, proof of insurance, and if applicable, rental car agreement. All vehicles entering the installation are subject to random inspection and review of required documentation. Any of the above information furnished by you in protected by the Privacy Act and shall not be released unless permitted by law and/or you have consented to such. f. The site visit is intended to be interactive and responses to questions will be provided at the site visit; however, information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation. Terms of the solicitation remains unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation amendments shall apply. Meeting minutes will not be taken at the site visit, so all interested quoters are highly encouraged to attend.
