The City of Ontario Water Production Division is seeking bids for an On-Call Water Treatment Plant Maintenance Program to support ongoing and emergency maintenance of municipal water treatment systems. - Government Buyer: - City of Ontario, Water Production Division, Utilities Engineering Division - OEMs and Vendors: - Cal Res (Cal Res 2109 strong base anion exchange resin) - Purolite (Purolite A532E strong base anion exchange resin) - Products Requested: - Cal Res 2109 strong base anion exchange resin (per treatment train) - Purolite A532E strong base anion exchange resin (per treatment train) - Resin exchange trailer (minimum 4 hours, 300 units) - Rotary crane (8 to 10 ton capacity, minimum 4 hours, 200 units) - Rotary crane (15 to 35 ton capacity, minimum 4 hours, 200 units) - Services Requested: - Emergency reconnaissance and response - Pressure vessel maintenance, inspection, and non-destructive testing - Confined space entry (OSHA standards, 300 units) - Field laborers, helpers, welders, electricians, crane operators, civil engineers (quantities range from 200-300 units) - Planned maintenance tasks: resin exchange, vessel cleaning, water quality monitoring, certification to NSF/ANSI 61 - Additional hourly repair work and markup for parts/materials and subcontracting - Unique/Notable Requirements: - Virgin resin must be NSF/ANSI 61 certified - Disposal of spent resin at EPA-approved facilities - Bidders must hold a Class A (General Engineering) license - Compliance with SB854 - Public Works Contractor Registration Program - No substitutions for materials/equipment unless approved by the City - Bid, payment, and performance bonds required; non-collusion declaration and hardcopy bid bond submission - Best value evaluation; City reserves right to reject any/all bids - Services provided on an as-needed and emergency basis - State and Federal Prevailing Wage requirements apply
Description
This solicitation is for an On-Call Water Treatment Plant Maintenance Program to maintain the City's water treatment systems. The scope includes resin exchange, transfers, destruction, dewatering, superchlorination, flushing, pressure vessel inspection and testing, and repairs to the treatment system. The contract duration is one year with an option to renew for four additional one-year periods. Bids must be submitted electronically by October 5, 2026, and a pre-bid meeting is scheduled for September 14, 2026.
