The North Carolina Department of Health and Human Services, Division of Health Benefits, is seeking a comprehensive Contract Lifecycle Management System (CLMS) solution. The selected vendor will provide a secure, cloud-based platform that supports the full lifecycle of Medicaid-related contracts from intake and development through execution, monitoring, amendments, renewals, and closeout. The solution must integrate with existing State technologies, offer advanced workflow automation, support robust vendor performance monitoring, meet stringent security and compliance requirements, and provide interoperability with key systems such as MS Office 365, SharePoint, Adobe, and DocuSign. Optional integrations with ServiceNow and the North Carolina Financial System (NCFS) may also be included. This procurement covers implementation, data migration, training, documentation, ongoing support, maintenance, and adherence to State privacy, security, and enterprise architecture standards.
