REQUEST FOR QUOTATIONS

Lock, Key, and TRAKA Key Management System Maintenance and Support Services

The Treasury Common Services Center (TCSC) on behalf of the Department of the Treasury, Financial Crimes Enforcement Network (FinCEN) is soliciting quotations for Lock, Key, and TRAKA Key Management System Maintenance and Support Services.

NAICS Code: 561621 – Security Systems Services.

The contractor shall provide all labor, supervision, management, materials, equipment, software licenses, technical support, and incidental services necessary to maintain FinCEN’s physical security and key-control systems. Services will be performed on an as-needed basis and may include preventive and corrective maintenance, troubleshooting, repair, replacement, installation, relocation, testing, configuration, software support, and emergency services.

The systems and equipment covered by this requirement include TRAKA electronic key-management cabinets and associated software, Medeco high-security lock cores and related hardware, Kaba Mas X10 high-security locks, other high-security and manual door-locking hardware, and associated components, cabling, licenses, and ancillary equipment.

The Government anticipates awarding a time-and-materials contract with an anticipated period of performance of September 27, 2026 through September 26, 2031, consisting of:

Base Period: September 27, 2026 through September 26, 2027 Option Period 1: September 27, 2027 through September 26, 2028 Option Period 2: September 27, 2028 through September 26, 2029 Option Period 3: September 27, 2029 through September 26, 2030 Option Period 4: September 27, 2030 through September 26, 2031

The contractor must be a TRAKA-authorized reseller and installer and must possess a final Secret Facility Clearance at the time of award. Contractor personnel performing services under the resulting contract must satisfy all applicable personnel-security, clearance, and facility-access requirements identified in the solicitation. Interim clearances will not be accepted.

Performance will occur at FinCEN facilities located in Washington, DC, and Vienna, Virginia.

Offerors shall review the complete solicitation and all attachments for the full scope of work, requirements, and quotation-submission instructions. Offerors shall complete and submit Attachment B – Specification and Pricing Sheet with their quotations. The Government will not reimburse offerors for costs incurred in preparing or submitting a response.
