NAVSUP Fleet Logistics Center Puget Sound is seeking to procure OEM repair parts for the MCM-14 Medium Pressure Air Compressor (MPAC), Model No. 2KX2-30A/B, for U.S. Navy vessels. - Government Buyer: - U.S. Navy, NAVSUP Fleet Logistics Center Puget Sound (FISCPS) - OEM and Vendor Details: - Rix Industries (CAGE Code 28953) is the sole OEM and manufacturer for all requested parts - Products Requested: - Over 40 distinct MPAC repair parts, including: - Screws (e.g., 32-7500, 32-4011) - Pulleys (36-B5173-1) - Spacers (64-B5180, 64-A7375) - Retainer plates (38-B5308) - Oil drain extensions (554-A7118-2) - Thermowell assemblies and blocks (A198-B5161, 212-B2755-2, 212-B2755-1, 138-A2073-2, 138-506, 138-A2073-1, 212-B2860) - Brackets (30-C1873, 40-B5426) - Drain and oil line assemblies (A455-B4595-17, A455-B4595-14-1, A455-B4595-12, A455-B4595-15-1, A455-B4595-12-1, A455-B4595-13, A455-B4595-23-1, A455-B4595-8-2, A455-B4595-17-3, A455-B4595-17-4, A455-B4595-17-5, A455-B4595-17-6, A455-B4595-17-7) - Clamps (A379-B2927, A379-B2927-1, A379-B5545) - Mounting plates (38-C2134, 40-C1353-1) - Panels, gauges, dip sticks, nameplates, moisture separator kits - Quantities specified for most items (typically 1-6 units per part) - Unique Requirements: - All parts must be manufactured by Rix Industries to ensure compatibility and maintain equipment functionality - No substitutes or unauthorized parts permitted due to technical manual restrictions and risk of equipment damage - Delivery required to USN SRF-JRMC Sasebo, Japan, with inspection at SRF and JRMC Yokosuka, Japan - Compliance with NAVSEA Technical Manual S6220-D2-MMA-010, OEM drawing B12744, and Allowance Parts List (APL) No. 061050058 - Sole source justification based on technical requirements and OEM exclusivity

Description

Fleet Logistics Center Puget Sound (FLCPS) intends to sole source to the OEM Rix Industries for Air Compressor Parts.

 This requirement is sole sourced to Rix Industries due to the requirement items needing to meet the same form, fit, and function as the MCM-14 Medium Pressure Air Compressor (MPAC), in accordance with NAVSEA Technical Manual S6220-D2-MMA-010, Original Equipment Manufacturer (OEM) drawing B12744, and Allowance Parts List (APL) No. 061050058, which lists the MCM-1 Class MPAC bill of materials. Each material manufactured by RIX Industries is essential for repairing the existing MPAC Model No. 2KX2-30A/B, as no authorized repair parts are listed in the technical manual. The use of unauthorized spare parts may result in damage to the MPAC and could render it non-operational. Interested companies may identify their interest and capability to respond to the requirement, which will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government.   

The Government will evaluate the offeror’s price for reasonableness and past performance as part of the responsibility determination in accordance with RFO 12.203. 

Quotes will be evaluated in accordance with RFO 12.203, the Government will select the most advantageous offer based on the following evaluation factors: technical including delivery date, price, and past performance in no order of relative importance.
