Description
Notice of Sole Source IntentThe Department of Interior (DOI), at the National Interagency Fire Center (NIFC) intends to award a purchase order to upgrade controller and engine firmware, replace out of date network control engines, upgrade server software, and perform device and user interface programming to increase the connectivity of HVAC equipment on campus. Also provide one additional year of quarter visits to optimize system operation. The work shall be seamlessly compatible with the existing campus-wide Johnson Controls (JCI) Metasys Building Automation System (BAS). The site is at the NIFC campus at 3833 S Development Ave Boise, ID 83705. DOI has found that Johnson Controls, Inc. to be the only reasonably available source with full authority to successfully complete the required services.Since DOI’s initial market research indicates and in accordance with FAR 6.302-1 that only one responsible source can fully provide the services that will satisfy the Agency’s requirements, a Determination to Solicit from a Single Source justification is being prepared.The Government anticipates award on or before September 25, 2026 with services to begin immediately upon award to ensure the HVAC BAS is updated to alleviate disruption of services. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer no later than September 7, 2026.All responsible sources may submit a capability statement in with convincing evidence they can furnish the requested service, and if possible, a brief price breakout of services for comparison to an Independent Government Estimate (IGE). Vendors should also describe their full authority to access Johnson Controls Metasys control server-based system since this will be a requirement during performance. All responses received will be used for market research purposes and evaluated if capable of providing the subject service. All responses should include the vendor’s Unique Entity Identifier Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a small business or any other than small business under North American Industry Classification System (NAICS) Code 334512. The applicable Small Business Size Standard is 650 Emp. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the market research purposes of determining whether or not to conduct a competitive procurement.Any contractor interested in doing business with the Federal Government must be registered and active in SAM.Gov.
