This is a combined synopsis/solicitation for commercial items prepared in accordance with the Revolutionary FAR Overhaul (RFO) Issued May 2, 2025 (Updated March 16, 2026). This announcement constitutes the only solicitation for Request for Quotation (RFQ) number 36C24826Q1035 Electroconvulsive Therapy Machine. Interested vendors are invited to submit quotes. This solicitation is issued as a Request for Quotation (RFQ) number 36C24826Q1035 for Electroconvulsive Therapy Machine for the VA Caribbean Healthcare System (VACHS) located in San Juan, Puerto Rico. This notice incorporates clauses and provisions in effect through Federal Acquisition Circular (FAC) 2026-01 effective March 13, 2026. This acquisition is a SDVOSB set aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing, with a small business size standard of 1,250 Employees. The PSC is 6515, Medical and Surgical Instruments, Equipment, and Supplies. The contract period of performance is expected to be from September 15, 2026, to January 13, 2027. The Government intends to negotiate and award a single Requirements Firm Fixed Price (FFP) contract under the authority of RFO Part 12. The solicitation is being conducted using the policies and procedures of RFO Part 12 Acquisition of Commercial Products and Commercial Services. Solicitation provisions and contract clauses that apply to the acquisition are provided in the attached RFQ along with detailed specifications, requirements and an attached addendum of the instructions to offerors. This notice incorporates provisions and clauses by reference.
