Description

Contractor shall provide all labor, materials, equipment, transportation, supervision and disposal required for the structural repair, recapitalization, and/or demolish Aids to Navigation (ATON) structures at various southern sites in the CG Northeast District.  The project consists of a Base Bid at the following sites in New York, Connecticut and Rhode Island:

1. New Haven Middle Breakwater West End Light (LLNR 24070): Replace existing tower in kind.

2. Stonington Outer Breakwater Light 4 (LLNR 20170): Replace existing concrete foundation, replace existing tower with standard 5x5 tower.

3. Stonington Breakwater Light 5 (LLNR 20175): Replace existing concrete foundation, repoint existing granite block foundation, replace existing tower in kind.

4. Norwalk Channel Light 10 (LLNR 24990): Replace existing foundation and tower in kind.

5. Port Jefferson West Breakwater Light 2A (LLNR 26145): Replace existing foundation and tower in kind.

6. Connecticut River Light 135 (LLNR 23300): Demolish ATON structure to below-grade elevation & reseed.

7. Point Judith Harbor of Refuge West Entrance Light 3 (LLNR 19505):Demolish existing structure & rebuild as standard 5x5 tower on concrete foundation offset from jetty erosion.

An option item for an additional Aid to Navigation (ATON) structure repair in Massachusetts is included as follows:

1. Chatham Light (LLNR 525): Replace windows in kind & clean/recoat exterior/interior.

The estimated value of the procurement is between $1,000,000 and $5,000,000. A 20% bid guarantee is required. Performance and Payment bonds will be required. The applicable North American Industry Classification System (NAICS) code is 237990 - Other Heavy and Civil Engineering Construction with a small business size standard of $45.0 million.

Solicitation packages will be available on or about 9 September 2026. The tentative date set for receipt of bids is 13 October 2026 at 2:00 p.m. The base performance period is estimated to be 300 calendar days from issuance of Notice to Proceed and the option performance period is estimated to be 60 calendar days to be exercised at the Contracting Officers discretion.

This acquisition is issued pursuant to FAR Part 14 Sealed Bidding and is 100% Set-Aside for Small Business concerns. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue of the IFB at the following site: https://www.sam.gov. Vendors MUST be registered in the System for Award Management database through https://www.sam.gov in order to receive a federal government contract.
