Procurement of 150 kVA Transformer Cubicle Units for Yokota and Atsugi Air Bases, Japan

The U.S. Air Force is seeking suppliers for two separate contracts to deliver 150 kVA Transformer Cubicle Units to Yokota Air Base and Naval Air Facility Atsugi in Japan. - Government Buyer: - U.S. Air Force, Pacific Air Forces - Sub-agencies: Yokota Air Base and Naval Air Facility Atsugi - Products Requested: - Four (4) complete 150 kVA Transformer Cubicle Units (6.6 kV / 208-120V, 50 Hz) - Two units for Yokota Air Base - Two units for NAF Atsugi - All units must comply with Japanese Industrial Standards (JIS) - Each unit includes: - 150 kVA rating - 6.6 kV primary voltage, 208/120 V secondary voltage, 50 Hz frequency - Three 3P 100 AF/100 AT breakers, one spare 100 AT cutout - Construction: carbon steel or mild steel, painted beige per base specifications - Unique/Notable Requirements: - Delivery, on-site unloading, and assembly in Japan are required - All shipping and delivery costs must be included in the price - Vendors must demonstrate capability for local logistics and confirm compliance with the delivery timeline - No specific OEMs, brands, or part numbers are specified; units must meet the detailed technical and construction standards - Contracts for Yokota and Atsugi are independent but have identical requirements

This notice is prepared in accordance with RFO 5.1 and RFO 12.201-1(c)(2).

THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS.

The Government intends to solicit this requirement directly from qualified suppliers in accordance with RFO 12.201-1(c)(2) for a firm-fixed-price contract as outlined in the attached Technical Specifications and Salient Characteristics.

The 356th ETSG intends to issue two (2) separate solicitations for these Transformer Cubicles. While the requirements are identical in technical specification, they will be executed as independent contracts due to separate performance locations across Japan. Vendors may submit capability statements for Region A, Region B, or both.

Requirements Overview:

Requirement 1 (Region A - Yokota): Two (2) complete 150 kVA Transformer Cubicle Units (6.6 kV / 208-120V, 50 Hz) for delivery to Yokota Air Base, Japan. Requirement 2 (Region B - Atsugi): Two (2) complete 150 kVA Transformer Cubicle Units (6.6 kV / 208-120V, 50 Hz) for delivery to Naval Air Facility Atsugi (NAF Atsugi), Japan.

Delivery Date Compliance - Confirm whether your firm can meet the requested delivery date of 30 March 2027 for the selected region(s). If not, provide the earliest realistic lead time.

Performance Capability Statement - A brief summary (not to exceed 2 pages) of relevant performance history, local logistics capabilities in Japan, and assembly capacity on-site.
