This Sources Sought Notice is for The Central Virginia VA Health Care System, Department of Veterans Affairs: 1201 Broad Rock Blvd, Richmond VA 23249 to determine sources for ELECTRONIC CARD ACCESS CONTROL SYSTEM.

This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. This is not a request for bids, quotes, or proposals. All responsible sources must submit a capability statement addressing their capabilities, capacity, place of manufacture, and location which shall be considered by the agency.
  This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.   Interested parties submitting a response to this inquiry must include the following information:

Work includes: Removal of existing Securitas hotel-style locking systems. Installation and programming of new electronic access control systems for: Guest rooms Office spaces Perimeter doors Integration and programming to enable staff to create, replace, and manage access cards. Implementation of monitoring/reporting features for security tracking. Any patching and cosmetic touch-up resulting from equipment removal or installation.

  1. Specific Tasks. Pre-Installation and Site Preparation Contractor to schedule and coordinate access to all designated work areas during normal business hours (Monday-Friday, 8am 5pm). Contractor to verify existing infrastructure and electrical receptacles. Owner to provide 120 VAC 60 Hz electrical receptacles at designated locations, all conduit and electrical stub-up, provision of mounting space for equipment, battery backup and surge protection, access to wire chases and above ceiling areas, phone lines for device communication), network ports and IP address for access control panels, and interface with fire alarm system. Removal of Existing Systems Safely remove old Securitas hotel-style locking hardware and components from guest room doors, office spaces, and perimeter doors. Installation of New Access Control System Install new electronic card access, locking hardware and associated components on all identified doors. Install piezo sounder and relay boards as required for system operation and security features. Troubleshoot and restore power to control units as necessary. Programming and Testing Program access control panels, card printers, and enrollment stations. Test system functions, including card issuance, access logging, and monitoring features. Adjust system parameters to meet VA security requirements and operational needs. Training Provide training to VA Fisher House staff on system use, card creation, access monitoring, and troubleshooting. Documentation Furnish technical documentation on installed systems, including user guides, maintenance procedures, and as-built schematics.
