NOAA's Atlantic Oceanographic and Meteorological Laboratory (AOML) in Virginia Key, Florida is seeking a contractor for a comprehensive HVAC and Building Automation System (BAS) Controls Upgrade Project. - Government Buyer: - U.S. Department of Commerce, NOAA, Western Acquisition Division - Atlantic Oceanographic and Meteorological Laboratory (AOML) - OEMs and Vendors: - Daikin (specified for 290 Ton HVAC chiller) - Johnson Controls (Metasys BAS system) - Siemens (duct detectors) - Products and Equipment Requested: - 1 x 290 Ton Daikin or equivalent HVAC chiller (dual compressors, controller, display board, sensors) - HVAC expansion tank (remove, repair, or replace) - Refrigerant detectors/evacuation units (chiller room and Opticool) - VAV electric heaters (31 units) - Humidity and CO2 sensors (floor and AHU installations) - HVAC DOAS unit (repair and add reheat) - 1st floor conference room split system (replace) - Basement unit ductwork (replace, upgrade controls to BACnet) - Ductwork cleaning and repair (approx. 30 ft) - BAS Metasys system upgrades (new controllers, software, N2 to BACnet upgrades) - Services Requested: - Test and balance of entire HVAC system - Commissioning (initial and second, opposite season) - Training for facility maintenance staff (4 hours) - Unique/Notable Requirements: - Contractor must provide all labor, materials, equipment, permits, and related services - Compliance with Davis Bacon Act and federal regulations - Small business set-aside - Bonding requirements - All work to be completed within 365 days after Notice to Proceed - System commissioning must occur in two different seasons before warranty ends - Training must cover maintenance activities to keep warranty in effect - All new equipment and controls must integrate with Metasys BAS system - Acceptance terms: f.o.b. destination

Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.  Solicitation number 1305M326Q0455 is issued as a request for quotation (RFQ) for the HVAC and BAS Controls Upgrade Project in support of the Atlantic Oceanographic and Meteorological Laboratory (AOML) located in Virginia Key, FL.  This acquisition is 100% set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
