NOAA's Northwest Fisheries Science Center is seeking a design-build contractor to install a hardware-agnostic, open-source Building Automation System (BAS) at the Manchester Research Station. - Government Buyer: - U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NWFSC), Western Acquisition Division, Seattle - OEMs and Vendors: - No specific OEMs or vendors are named; system must be hardware-agnostic and vendor-independent - Products/Services Requested: - Building Automation System (BAS) hardware and software - Includes DDC controllers, expansion modules, sensors, actuators, and field devices compatible with BACnet/IP and BACnet MS/TP - Microprocessor-based controllers with local PID control, schedules, safety logic, and 20% spare I/O capacity - HTML5-compliant web interface and non-proprietary programming tools - Commercial-grade sensors (temperature, pressure, humidity, flow) and electronic modulating actuators with true position feedback and fail-safe return - Lockable, vandal-proof enclosures with NEMA/IP environmental ratings - Complete system installation, integration with existing EasyIO and AvTech BACnet-compatible systems - Services: - Design-build installation and integration - Third-party commissioning - Comprehensive training (minimum 16 hours, instructor-led) - Ongoing technical support and maintenance (base year plus four option years) - Documentation, warranties (minimum 1 year), and secure remote access - Unique/Notable Requirements: - System must be open architecture, vendor-independent, and support open protocols (BACnet, Modbus) - No recurring software fees allowed - Must comply with federal cybersecurity mandates - Integration with legacy EasyIO and AvTech systems - Comprehensive documentation, commissioning reports, and training deliverables - Performance bonds and payment bonds required - Warranty period of one year from final acceptance - Site visit required for prospective contractors
