This opportunity involves the U.S. Coast Guard seeking a contractor for the removal and replacement of the HVAC system at the maintenance building of USCG Station Oregon Inlet, North Carolina. - Government Buyer: - U.S. Coast Guard, Regional Support Team (RST-05) Portsmouth Base Elizabeth City - SEC North Carolina Facilities Engineering Officer, STA Oregon Inlet - Products/Services Requested: - Removal of existing HVAC mini-split system (including outdoor compressor, indoor air handling units, refrigerant lines, and mounting hardware) - Installation of a new 2-ton, 3-zone ductless mini-split heat pump system (208/230 volt, single phase) with three independent indoor air handling units - Three wireless remote controls (one per zone) - Three condensate overflow protection systems (with inline safety float switches or condensate pumps with integrated safety cut-offs) - Associated electrical work, wiring, and commissioning - Testing, commissioning, and start-up verification (including leak checks and refrigerant charging) - One-time basic training for on-site personnel - Unique/Notable Requirements: - Contractor must hold a North Carolina HVAC/Mechanical License and EPA Section 608 Certification - Environmental compliance, safety, and site restoration are emphasized - Site visits are encouraged for accurate quoting - All labor, materials, equipment, and supervision must be provided by the contractor - Work must be performed during normal business hours unless otherwise approved - Project is set aside for Small Businesses under NAICS code 238220 - No specific OEMs, brands, or part numbers are mandated, allowing for multiple manufacturers' solutions - Estimated contract value is for a single lump sum covering all work

Description

Contractor shall provide all labor, supervision, equipment, and material necessary to remove and replace the maintenance building HVAC unit at USCG Station Oregon Inlet, NC. See attached Statement of Work. This procurement is 100% set-aside for Small Businesses using NAICS code of 238220 and size standard of $19.0M. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time on September 17, 2026 via email to Frank.M.Powers@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF 1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than noon, September 10. An amendment may be posted to clear up any ambiguities and answer all questions at one time. No oral questions will be accepted. All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held at 1000 on September 8 at USCG Station Oregon Inlet, NC.
