The Library of Congress is seeking to award a sole source contract for software maintenance and support services. - Agency: Library of Congress, OCIO/DD/PS/COTS - Vendor/OEM: WorkDynamics Technologies Limited - Products: - ccmConveyor subscription with maintenance (1 license, Mfg. Part No. U-MC-0013) - ccmEnterprise licenses with maintenance support (442 licenses, Mfg. Part No. U-ME-0011) - Services include: - Software updates - Telephone and online support - Bug fixes - Software patches - Purpose: Supports integration and records management between ccmEnterprise v4.1 and FEITH Records Management System - Contract Structure: Base period plus four option years - Period of Performance: October 1, 2026 – September 30, 2032 - Sole source justification: Proprietary licensing and exclusive availability; only WorkDynamics can provide required maintenance - Commercial opportunity: Interested firms may contact the Contract Specialist within five days to express capability, but competitive offers are not solicited - Key requirements: Maintenance and support for both software products, integration capabilities, and ongoing updates

Description

The Library of Congress (LOC), intend to award a sole source Firm-Fixed Price contract for Software Maintenance for ccmConveyor Software Maintenance one (1) and ccmEnterprise Software Four Hundred-forty two (442) which includes maintenance and support, software updates, telephone support, bug fixes, and software patches.  In accordance with 10 U.S.C. 3204(c)(1) as implemented by FAR 6.302-1.

This is not a request for competitive offers and no solicitation is available.  Market research has determined that this specialized services are available from a single source without an acceptable delay or duplication of cost a no other type of service will satisfy agency requirements.  The Government intends to award the contract September 16, 2026 to WorkDynamics Technologies Inc, 50 Hines Road, Unit 220, Kanata, ON K2K 2M5, Canada.

The acquisition is for a Base plus 4 Option Years for ccmConveyor Software Maintenance and ccmEntrprise for maintenance support and Licenses.
