NOTICE OF INTENT TO SOLE-SOURCE

Solicitation N6852026Q1051, a request for quotation, is being conducted under the authority of 10 U.S.C 3204(a)(c) and RFO FAR 6.103-1, as the requirement is estimated at $6,750.00. The Government intends to award this sole-source contract to James A. Staley Co. (CAGE 4N124) as no other source will have the necessary proprietary rights to satisfy the requirement.

Justification for Sole Source:

Proprietary Rights: James A. Staley Co. is the original equipment manufacturer who developed and owns the proprietary rights to the operating and control logic.

Description of the Requirement:

The Department of the Navy, Fleet Readiness Center East (FRCE), intends to award a sole-source purchase order for: troubleshooting, repairs, restoration, and required corrective actions to commission a Turbomachine Modular Test Cell. Commissioning must be completed within five days of contract award. This acquisition is a total set-aside for small business concerns and will receive a DPAS rating of DO-C9.

Scope of Work:

The contractor shall provide all personnel, technical capability, supervision, and non-personal services necessary to perform commission the Turbomachine Modular Test Cell:

Troubleshoot and diagnose faults within the MTC control infrastructure. Repair and restore the computer system and PLC module to operational status. Perform all necessary fault isolation, physical repair, software commissioning, and operational validation activities. Provide all required labor, tools, materials, and equipment necessary to complete the work. Implement and maintain all required safety measures throughout execution of the effort. Obtain and coordinate all required Fleet Readiness Center East (FRCE) permits and facility services prior to the start of work.

INSTRUCTIONS TO INTERESTED SOURCES

This notice of intent is NOT a request for competitive proposals. However, in accordance with FAR 6.103(d), any responsible source that believes it can meet this requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

To be considered, capability statements must clearly demonstrate:

Capability to meet the strict delivery schedule (5 days after contract award) Written verification and legally binding documentation proving explicit authorization, licensing, or certification from the Original Equipment Manufacturer (OEM), James A. Staley Co., demonstrating the source's legal right and technical capability to access, troubleshoot, modify, and commission the proprietary operating and control logic, computer systems, and PLC modules.

All responses must be received in writing no later than 27 August 2026 at 4:00PM EST  and must be submitted via email to the Contracting Points of Contact listed below.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
