Consulting Services for Preliminary Project Analysis of National Forest Office Consolidation and Relocation

The USDA Forest Service Southwest Region is seeking professional consulting services for Preliminary Project Analysis (PPA) development to support office consolidation and relocation across four National Forests. - Government Buyer: - USDA Forest Service Southwest Region (R3), CSA Southwest 5, Albuquerque, NM - Offices involved: Coconino, Coronado, Santa Fe (Las Vegas Ranger Station), and Tonto National Forests - Scope of Services: - Development of PPAs to determine optimal locations and methods for consolidating and relocating administrative offices and major visitor centers - Includes field investigations, draft and final reports, and coordination with Forest staff - Optional PPA for Tonto National Forest Supervisor's Office, contingent on funding - Products/Services Requested: - Consulting and project analysis services (no physical products or equipment) - Lump sum service line items for each forest: Coconino, Coronado, Santa Fe (Las Vegas Ranger Station), and Tonto (optional) - Detailed facility assessments, including recommendations for decommissioning, retention, alternate use, and acquisition of new facilities - Unique/Notable Requirements: - Technical team must have relevant Forest Service experience - 100% set aside for small businesses - Firm-fixed price, performance-based contract - Coordination with Forest Leadership Teams and delivery of comprehensive reports - Facility Master Plans (Attachments): - Extensive data on current leased and owned facilities, including square footage, lease costs, and recommendations for consolidation, decommissioning, and new acquisitions - Focus on sustainability, efficiency, and cost reduction - No OEMs or specific vendors are mentioned; the procurement is strictly for professional services.

Description

This Project is for the acquisition of Preliminary Project Analysis (PPAs) to determine locations and method of acquisition for consolidation of offices in the Coconino National Forest, the moving of the Supervisor's Office in the Coronado National Forest, assessing options for the Las Vegas Ranger Station on the Santa Fe National Forest and the moving of the Supervisor's Office in the Tonto National Forest (optional). - See attached Statement of Work (SOW) for details.
