Description

NOTICE OF INTENT

This notice is not a request for competitive quotes. NAVSUP FLCSD intends to award a sole-source contract.

The NAVSUP Fleet Logistics Center San Diego (FLCSD) intends to solicit and award a firm-fixed-price (FFP) contract on a sole-source basis to FAR Associates (CAGE: 1TUU1, POC Email: raffar@pyrometry.com), 8877 Freeway Drive, Macedonia, OH, using the procedures in FAR part 12.201-1.

The statutory authority for this noncompetitive action is FAR 12.102(a), Only one source is available, pursuant to 41 U.S.C. 1901. NAVSUP FLCSD intends to use simplified commercial acquisition procedures applicable to this requirement.

The Government’s requirement is for a high-precision multichannel pyrometer system capable of supporting advanced modeling of laser/material interactions for direct energy research. Specifically, the system must be capable of real-time absorption (off-gas) compensation. During high-energy laser testing, targeted materials vaporize and create severe off gassing, which distorts thermal readings. The required system must compensate for this vaporized material interference while simultaneously providing continuous, wavelength-dependent emissivity measurements in extreme heat ranges (300–2000° Celsius). Standard pyrometers are unsuitable due to off-gassing interference and lack of these specific capabilities.

The NAICS code for this procurement is 334513 (Instruments and Related Products for Measuring, Displaying, and Controlling Industrial Process Variables). The Product Service Code (PSC) is 6650. The anticipated award date is on or before September 15, 2026.

This notice is issued solely for market research and to determine whether other responsible sources can meet the Government’s minimum requirements. Interested parties may submit their documentation demonstrating the ability to provide equipment that meets the Government’s minimum requirement.

Equipment Minimum Requirements

Submissions must demonstrate that the proposed equipment possesses the minimum required capabilities described above (specifically, real-time absorption/off-gas compensation and continuous, wavelength-dependent emissivity measurements from 300–2000° Celsius). This market research is solely to determine if  technical capabilities exist in the marketplace.
