Description
The Naval Information Warfare Center Pacific (NIWC Pacific) hereby provides notice of its intent to solicit, negotiate, and award a commercial, Firm-Fixed-Price purchase order to World Wide Technology (WWT), CAGE Code 0MNV1, located at 1 World Wide Way, Saint Louis, Missouri 63146-3002.This contemplated award results from the competitive Cyber Resilient Systems Advanced Naval Technology Exercise (ANTX) prize competition conducted pursuant to 10 U.S.C. 4025. The ANTX served as the competitive phase of the acquisition process and evaluated participating technologies and demonstrated capabilities against established technical criteria. The Government is now pursuing further evaluation, integration, and fielding of capability demonstrated during that competitive process.The contemplated requirement consists of Qty. 1 LOT Alcavio Pilot Installation Servicesand Qty. 1 LOT Alcavio Resident Engineer. During the Cyber Resilient Systems ANTX, Acalvio ShadowPlex was identified as the best overall cyber-deception solution. Both Acalvio and WWT deployed ShadowPlex during the ANTX; however, WWT uniquely demonstrated ShadowPlex integrated with Trellix, an existing data aggregation system used by Navy cyber responders. Evaluators also identified WWTs integration capabilities and use of digital twin testbeds to support testing prior to deployment as strengths demonstrated during the ANTX.The Governments current requirement is specifically intended to further evaluate, integrate, and field ShadowPlex within the Navys existing Trellix environment. Accordingly, NIWC Pacific intends to pursue award to WWT based upon the ShadowPlex/Trellix integration capability WWT demonstrated during the competitive ANTX. The contemplated award therefore represents a transition from the competitive prize challenge to further evaluation and integration of the demonstrated capability pursuant to 10 U.S.C. 4025.The applicable North American Industry Classification System (NAICS) code is 541511, Custom Computer Programming Services, and the business size standard is $34 million.This notice is not a request for competitive quotations and does not constitute a solicitation. The Government is not requesting quotations in response to this notice. However, any responsible source that believes it possesses a capability responsive to the Governments requirement may submit a capability statement for the Governments consideration.Any capability statement submitted in response to this notice must provide sufficient information demonstrating the respondents ability to satisfy the Governments specific requirement, including its ability to provide the required ShadowPlex installation and engineering support and to support integration of ShadowPlex within the Navys existing Trellix environment. General statements of capability, expressions of interest, or information that does not demonstrate the respondents ability to satisfy the Governments specific requirement will not, by themselves, provide a basis for altering the Governments contemplated acquisition approach.The Government will consider timely information received in response to this notice. A determination regarding whether the information received warrants a change to the Governments contemplated acquisition approach is solely within the discretion of the Government.All responding vendors must have an active registration in the System for Award Management (SAM), including a Unique Entity Identifier (UEI) and CAGE Code, as applicable.
