This opportunity is issued by the Naval Surface Warfare Center Philadelphia Division (NSWCPD), part of the Department of Defense, seeking industry input for engineering services related to Defense Maritime Solutions (DMS) Waterjet systems for LCS-2 class ships. - Government Buyer: - Department of Defense - Naval Surface Warfare Center Philadelphia Division (NSWCPD) - Code 427 - Surface Ship Propellers, Shafting, Waterjets, and Bow Thrusters - OEMs and Vendors: - Defense Maritime Solutions (DMS) is the primary OEM for the waterjet systems (models WLD-1500-SR and WLD-1720-SR) - Products/Services Requested: - Engineering and technical services for DMS Waterjet Models WLD-1500-SR and WLD-1720-SR - Support for hydraulic and electronic control systems - Services include investigative engineering, product improvement, government test support, technical reviews, logistics, reliability/maintainability/availability (RM&A) programs, fleet and depot support, material procurement, and system training - Key personnel required: systems, mechanical, electrical, and software engineers, technicians, and project managers - Unique/Notable Requirements: - Emphasis on counterfeit material prevention and security compliance - Travel required to both CONUS and OCONUS locations (estimated 35 trips) - Multi-year contract structure with base and four option years, each with 14,600 labor hours - Material procurement and training included as part of the engineering services

This Request for Information (RFI) notice is being issued by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). The Government is seeking information regarding the procurement of LCS-2 Waterjet Engineering Services. Specifications are listed in the attached RFI Notice and Statement of Work (SOW). 

SUBMISSION OF RESPONSES: Respondents shall provide capability statements with specific information regarding their ability to provide the required materials described in the attachments.

NSWCPD will only accept unclassified, electronic submissions. Responses shall be submitted via email to jenny.e.tomeo.civ@us.navy.mil by 06:00PM EST, 08 September 2026.

Responses shall list "N64498-27-RFPREQ-PD-42-0003" in the subject line. No phone calls shall be accepted.

This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.
