South Dakota is seeking a modern Electronic Disease Surveillance System (EDSS) and comprehensive implementation services to replace its current Maven-based platform. - Government Buyer: - State of South Dakota Department of Health (SD DOH) - Coordinating with Bureau of Information and Technology (BIT) - Products/Services Requested: - Electronic Disease Surveillance System (EDSS) software/platform - Must be configurable, interoperable, and supportable - Replace or modernize the current Maven EDSS - Implementation services including: - Configuration, integration, and data migration - Reporting and analytics enablement - Testing, training, go-live, transition, stabilization, and ongoing maintenance/support - Requirements: - System must support statewide communicable disease surveillance - Case intake, triage, investigation, workflow/task management - Laboratory and clinical data exchange - Data quality, reconciliation, federal and State reporting - User administration, role-based access, auditability, secure access - Compliance with South Dakota Information Technology Security Policy - Cyber liability insurance and Contractor Security Acknowledgement Form required - Contract Details: - 4-year base term with option for one annual renewal - All phases covered: planning, discovery, implementation, migration, training, go-live, stabilization, ongoing maintenance - OEMs and Vendors: - No specific OEMs named; opportunity open to qualified offerors able to deliver a modern EDSS solution - Notable: - Replacement of Maven-based system - Emphasis on interoperability, security, and supportability

Description

The State of South Dakota, through the South Dakota Department of Health and in coordination with the Bureau of Information and Technology, is soliciting proposals for a secure, configurable, interoperable, and supportable Electronic Disease Surveillance System (EDSS) solution and associated implementation services. The selected offeror will provide software or platform, configuration, integration, data migration, reporting and analytics enablement, testing, training, go-live, transition, and ongoing support services to replace or modernize the current EDSS system. The system must support statewide communicable disease surveillance and related public health operations, including case intake, triage, disease investigation, workflow and task management, laboratory and clinical data exchange, data quality and reconciliation, federal and State reporting, user administration, role-based access, auditability, and secure access for authorized users.
