Alaska Department of Health seeks providers for Youth Individualized Services Program (YISP) statewide

The Alaska Department of Health, Division of Behavioral Health is seeking qualified providers for the Youth Individualized Services Program (YISP), which delivers a wide range of community-based behavioral health and support services to youth (21 and under) with Severe Emotional Disturbance (SED) or Substance Use Disorder (SUD). - Government Buyer: - State of Alaska, Department of Health and Social Services (DHSS), Division of Behavioral Health - Grants & Contracts Support Team, Juneau, AK - Products/Services Requested: - Comprehensive behavioral health services, including: - Behavioral health prescription medications (co-pays or full cost if DHSS is payor of last resort) - Transportation to treatment (federal rate reimbursement, cab vouchers, gas cards, bus passes) - Transition coordination for youth in psychiatric care - Family, multi-family, and individual therapy (including sessions without the client present) - Youth respite care - Health club memberships (up to 6 months at a time) - Essential needs: clothing, food, utilities (annual limits apply) - Structured and supervised activities to support treatment goals - Parenting, anger management, and stress management classes - Home visits (up to 2 per year) - Educational support (K-12, GED, tutoring, graduation expenses) - Housing assistance (up to two months rent) - Specialized services for difficult-to-place youth and under-resourced clients (prior authorization required) - Miscellaneous services/items not covered by Medicaid or standard codes (prior authorization for claims over $250) - Transportation, meals, and lodging not covered by other programs (prior authorization required) - Additional Medicaid-covered behavioral health services, including: - Behavioral health screening and assessment - Psychotherapy (individual, group, family) - Crisis intervention and stabilization - Case management - Detoxification and autism services - Daily behavioral rehabilitation and day treatment for children - Unique/Notable Requirements: - Providers must be approved behavioral health treatment grantees with a current Alaska business license - Strict compliance with privacy, security, and insurance requirements - No subcontracts permitted; direct service delivery only - Maximum $7,500 in services per client per fiscal year (exceptions possible based on clinical need) - DHSS is the payer of last resort; services must be documented and included in the client's treatment plan - Services cannot extend beyond the youth's 21st birthday or into the next fiscal year - Open to qualified behavioral health providers statewide - OEMs/Vendors: - No specific OEMs or commercial vendors are named; opportunity is open to eligible behavioral health providers

Description

The Department of Health Division of Behavioral Health is entering into agreements with qualified providers for the State of Alaska's Youth Individualized Services Program (YISP). The program provides community-based services and supports to children and youth (21 and under) experiencing Severe Emotional Disturbance (SED) and/or Substance Use Disorder (SUD). Services target youth at risk for out-of-home placement, residential or institutional care, in need of support to transition to a lower level of care, or assistance stabilizing during crises. The maximum amount billable per client per fiscal year is $7,500, with possible exceptions based on clinical need.
