Description
The Alaska Department of Environmental Conservation (DEC) has prepared an individual APDES Preliminary Draft Permit for the City of Fairbanks and Golden Heart Utilities, Inc. Wastewater Treatment Facility. The draft permit allows for the discharge of secondary treated domestic wastewater at a maximum daily rate of 11.2 million gallons per day to the Tanana River. A mixing zone is proposed for total ammonia as nitrogen, copper, temperature, and whole effluent toxicity. The draft permit and associated documents are available for a 10-day applicant review period from August 20, 2026, through September 2, 2026, after which a formal 30-day public review period will be held.
