Description
Notice of Intent to award a firm-fixed-price, sole-source contract to Cla-Val for the repair of proprietary altitude valves.
The 7th Contracting Squadron at Dyess Air Force Base, TX, intends to award a sole-source contract to Cla-Val, 1701 Placentia Ave, Costa Mesa, CA 92627, for the maintenance, diagnostics, and repair of a Cla-Val Series 210 Altitude Control Valve.
Justification for Sole Source: The statutory authority for this non-competitive action is RFO 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
Cla-Val is the Original Equipment Manufacturer (OEM) for the Series 210 Altitude Control Valves. Cla-Val is the only source with access to the proprietary engineering data, factory specifications, and genuine OEM parts necessary to ensure the valves are restored to their original operating standards. Furthermore, Cla-Val's Field Service Technicians are the only "Blue Seal Certified" technicians authorized to perform warranty-related repairs. The use of any other source would void the manufacturer's warranty and pose an unacceptable risk to the performance and integrity of the installation's critical water control systems.
Public Response: This notice of intent is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, a capability statement to the contracting office within 15 calendar days from the date of this publication. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
