COMBINED SYNOPSIS/SOLICITATION ASBESTOS AIR MONITORING SERVICES FOR PROJECT NO. 528A8-18-801 RENOVATE CARDIAC CATH & VIR AT THE STRATTON VA MEDICAL CENTER (i) Description Section This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 36C24226Q0838 is issued as a Request for Quotation (RFQ) for asbestos air monitoring services. All responsible Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns may submit a quotation which will be considered by the agency. This acquisition is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services, with a small business size standard of $19.0 Million. The Product Service Code (PSC) is B502, Special Studies/Analysis Air Quality. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 (eff. 03/13/2026). (ii) Line Items All interested Contractors must provide a cost schedule. The Contractor is responsible of making sure that their cost schedule meets every need as stated in the Statement of Work (SOW) in their quote and that their quote sums up correctly. Failure to follow this instruction will lead to a dismissed quote and will not be further considered. This is Firm-Fixed-Price Contract, meaning a firm-fixed-price contract provides for a price that is not subject to any adjustment on the basis of the contractor s cost experience in performing the contract. This contract type places upon the contractor maximum risk and full responsibility for all costs and resulting profit or loss. Therefore, it is the responsibility of the Contractor to ensure all price/cost is upfront when drafting your quote.
