Description
PRE-SOLICITATION NOTICE OF INTENT TO SOLE SOURCE Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) intends to award a sole source, Firm Fixed Price Indefinite Delivery-Indefinite Quantity (IDIQ) contract to SIEMENS HEALTHCARE DIAGNOSTICS INC. for Blood Gas Analyzer Reagents, Controls, and Supplies. The procurement is on behalf of the Department of Veterans Affairs, Veterans Health Administration, Regional Procurement Office West (RPOW), Network Contracting Office (NCO) 21, on behalf of Northern California Health Care System.
Given the market research conducted and the conversation(s) with the OEM, there are apparent authorized distributors available for the reagents, controls, and supplies; however, warranty and service agreements are available only via the OEM.
The Food and Drug Administration (FDA) regulates medical devices sold in the United States to assure their safety and effectiveness. Items purchased for use at the Department of Veterans Affairs must be FDA approved.

VA s Gray Market Items terms and conditions apply pursuant to VAAR 852.212-71 Gray Market Items and VAAR 852.212-72 Gray Market and Counterfeit Items. As a result, vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the items identified to be eligible for participation with this acquisition. Vendor must be able to provide the documentation that demonstrates such aforementioned authority. The solicitation for this action will be posted to beta.sam.gov and all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. After consideration, the Government will determine whether to proceed with the sole source acquisition. Please keep in mind that patient care and choice in the decision is the highest priority to the VA. The solicitation will be posted on or about August 24, 2026. Please respond to David J.
