The Maritime Administration (MARAD), part of the U.S. Department of Transportation, is seeking industry input and potential contractors for Vessel Acquisition Manager (VAM) services to recapitalize the Ready Reserve Force (RRF) with used commercial Roll-on/Roll-off (RO/RO) vessels. - Government Buyer: - Maritime Administration (MARAD), U.S. Department of Transportation - Key contact: Nathan Carlos - Scope of Procurement: - Acquisition and management of approximately 20 strategic sealift ships for the National Defense Reserve Fleet/Ready Reserve Force - Services include vessel search, acquisition, reflagging, classification, conversion, modernization, engineering upgrades, maintenance, operations, and sustainment - Vessel requirements: cargo space >150,000 sqft, military loading capacity of 150 psf, speed of 17 knots, integral self-deploying ramps (66.7 metric tons) - Products & Services Requested: - Vessel acquisition (purchase and transfer of title) - Engineering change development and implementation (design, upgrades, regulatory approvals) - Materials, outfitting, and spares (consumables, ship and shore-based spares) - Vessel search and screening (global market surveys, prioritization) - Ship onsite survey/inspection and owner negotiations (condition assessments, cost estimates) - Reflagging, classification, and outfitting (coordination of delivery, documentation) - Custodian management (dockside and full operating status) - Maintenance, repair, and logistics services (preventative maintenance, baseline repairs, manuals, property management) - Special studies and layberth services - Unique Requirements: - U.S. citizenship compliance for contractors - Demonstrated vessel owner/operator experience - Long-term lifecycle management and sustainment - Multiple contract line items (CLINs) covering all phases from vessel search to layberth services - No specific OEMs or commercial vendors are named; the procurement is open to industry with relevant maritime and vessel management expertise.
