Health Canada is seeking specialized laboratory services for pharmacological testing of novel opioids, stimulants, and synthetic cannabinoids to inform regulatory decisions. - Government Buyer: - Department of Health (Health Canada), Government of Canada - Scope of Work: - Divided into three streams: - In vitro testing of emerging opioids at the Mu Opioid Receptor (MOR) - In vitro testing of synthetic cannabinoids at CB1 and CB2 receptors - In vitro testing of stimulant compounds at dopamine transporter (DAT) and VMAT2 - Contractors must acquire reference standards, obtain legal authorizations for controlled substances, conduct laboratory experiments, analyze pharmacodynamic data, and prepare detailed scientific reports - Project teams must include a Ph.D. project manager and qualified laboratory technician with expertise in pharmacodynamics and controlled substances - Products/Compounds Requested: - Multiple control and test substances for each stream, including: - Stimulants: Methamphetamine, Mephedrone, N-Methyl-N-butylbuphedrone, MDMA, MDPV, Tetrabenazine, and others (with CAS numbers) - Cannabinoids: Delta9-THC, CP 55,940, 5-bromo THJ 018, MFUBINACA, AB-MDMSBA, EDMB-PINACA, and others (with CAS numbers) - Unique Requirements: - Legal authorization and licensing for handling controlled substances - Use of validated laboratory methods and robust scientific methodology - Experiments must be performed in duplicate or with multiple replicates - Comprehensive reporting in English - Funding and deliverables tied to phased milestones - Contract Details: - Up to three contracts may be awarded - Financial bid limits per stream: $120,000 CAD (opioids), $70,000 CAD (cannabinoids), $80,000 CAD (stimulants) - Contract duration is 18 months, ending no later than March 31, 2028 - OEMs/Vendors: - No specific OEMs or commercial vendors are named; focus is on scientific testing and analysis of listed substances

This Request for Proposal (RFP) seeks offers for pharmacological testing of novel opioids, stimulants, and synthetic cannabinoids to support regulatory activities and risk assessments. The work involves acquiring reference standards, obtaining licenses, conducting in vitro experiments, analyzing data, and preparing reports. The testing is divided into three streams: in vitro testing of emerging opioids at the Mu Opioid Receptor, synthetic cannabinoids, and stimulant compounds. Proposals may be submitted for one, two, or all three streams, with up to three contracts to be awarded. The contract duration is 18 months, with work conducted primarily in the National Capital Region of Canada.
