The City of Chula Vista Engineering and Capital Projects Department is seeking proposals for On-Call Geotechnical, Materials Testing, and Special Inspection Engineering Consulting Services to support municipal Capital Improvement Program (CIP) projects. - Government Buyer: - City of Chula Vista, Engineering and Capital Projects Department - Scope of Services: - Geotechnical material testing - Soils sampling and inspection - Earthwork operations inspection - Execution of hazardous waste documents - Plan and specification preparation - Laboratory testing for bituminous materials, concrete, rock, bedding, and backfill - Requirements: - Compliance with City’s Quality Assurance Program and standards (City of Chula Vista, Greenbook, Caltrans, ASTM) - Adherence to California Labor Code and prevailing wage laws - Registration with Department of Industrial Relations - Compliance with City’s Project Labor Agreement (PLA) - Detailed reporting standards for testing results - Contract Structure: - Up to three awards - Initial two-year term - Three one-year extension options - Maximum compensation: $150,000 initial term, $100,000 per extension - Potential for 3.5% rate escalation per extension - OEMs and Vendors: - No specific OEMs or manufacturers named - Potential bidders include BW Testing & Inspection LLC, Certerra RMA Group, and RMA Companies - Unique/Notable Requirements: - Qualified personnel and laboratory facilities required - Administrative extension possible for task order completion

Description

The City of Chula Vista is soliciting proposals for On-Call Geotechnical, Materials Testing, and Special Inspection Engineering Consulting Services to support various Capital Improvement Program and other projects during their planning, design, and construction phases. The services include geotechnical material testing, soils sampling, inspection of earthwork operations, and execution of hazardous waste documents. The agreement will be awarded to three proposers for an initial two-year term with renewal options, subject to prevailing wages and the City's Project Labor Agreement. Proposals are due by September 16, 2026, and the City reserves the right to revise or withdraw the request at any time.
