The City of Minneapolis is seeking qualified vendors to provide comprehensive security services at the Minneapolis Convention Center (MCC), a major city-owned event facility. - Government Buyer: - City of Minneapolis, Minneapolis Convention Center, Guest Services Department - Key contacts: Marcus Travis (Manager), Rachel Bake (Procurement) - Scope of Services: - 24/7 building security and event security for all MCC activities - Staffing includes Event Supervisors (8,000+ hours/year), Event Security Officers (32,500+ hours/year), Armed Security Officers (650+ hours/year), Police Officers (144+ hours/year), Account Manager, Events Managers, and 24/7 Manager - Services must cover access control, asset protection, crowd management, fire watch, and emergency response - Products/Equipment: - Uniforms and equipment for security personnel, including caps, shirts, jackets, rain gear, reflective vests, duty belts, holsters, gloves, boots/shoes, and body armor (NIJ Level IIA or higher) - Training & Standards: - Compliance with federal, state, and local licensing for armed officers - Adherence to Interagency Security Committee (ISC) best practices for Armed Contract Security Officers, including over 150 hours of specialized training - Minimum standards for hiring, grooming, uniforms, and equipment - Notable Requirements: - Compliance with Service Employees International Union (SEIU) Local 26 collective bargaining agreement for wages and benefits - Provision of performance and payment bonds - Detailed cost breakdown, references, and demonstration of experience and capacity required in proposals - OEMs and Vendors: - No specific OEMs or manufacturers are named; vendors must supply uniforms and equipment meeting specified standards - Opportunity: - Open to all qualified security service providers capable of meeting the outlined requirements - Maximum contract duration is five years (one-year base, up to four one-year extensions)

Description

The City of Minneapolis is soliciting proposals for the operation of Security Services at the City-owned and operated Minneapolis Convention Center (MCC). The solicitation includes providing building security services and event security services. Proposals must be submitted electronically through the eSupplier Portal by September 3, 2026, at 2:00 PM CST. A pre-proposal conference is scheduled for August 14, 2026, at the MCC Boardroom.
