The Centers for Disease Control and Prevention (CDC), through the National Institute for Occupational Safety and Health (NIOSH), is seeking a contractor for specialized borehole drilling and site work at the Buchanan mine in Raven, Virginia. - Government Buyer: - Centers for Disease Control and Prevention (CDC) - National Institute for Occupational Safety and Health (NIOSH) - Office of Acquisition Services - OEMs and Vendors: - Coronado Coal Global Resources, Inc. (site owner and potential service provider) - Pinkerton Drilling (drilling contractor) - Products/Services Requested: - Drilling a vertical surface borehole approximately 1700 ft deep with 3.5 inch steel casing - Site preparation, pipe purchase, casing installation, grouting, demobilization, and site reclamation - Monitoring fracture permeability for methane control research - Unique/Notable Requirements: - Sole source procurement: Only Pinkerton Drilling and Coronado Coal Global Resources, Inc. will be considered - Work must be completed before mining undermining to enable timely methane data collection - Safety requirements due to explosive coalbed methane hazards - Firm fixed price contract, non-severable within the specified period - No specific part numbers or product quantities beyond the borehole and casing - Period of Performance: - Approximately 2.5 months, with work scheduled to finish before mining activities begin - No competitive quotations from other sources will be accepted.

Notice of Intent

The Centers for Disease Control and Prevention intends to award a sole source, firm fixed price purchase order to Pinkerton Drilling 6519 Durbin Rd, Catlettsburg, KY 41129 or Coronado Coal Global Resources, Inc. 1636 Honaker Branch Rd. Raven, Va. 24639. 

The contractor shall drill a surface borehole, perform site preparation, and site reclamation.

The Government intends to solicit and negotiate with two sources under the authority of FAR 12.2 and 6.103-1. The Government will evaluate the quotations submitted by Pinkerton Drilling and Coronado Coal Global Resources. Only one offeror will be selected, based on their ability to meet all criteria listed in this request for quote and to perform all required services in accordance with the Statement of Work. The Government does not intend to consider or evaluate quotes from any other sources.

This notice of intent is not a request for competitive quotations.
