Utah County Human Services is seeking proposals from qualified vendors to provide an evidence-informed intergenerational poverty (IGP) reduction methodology, a supporting outcomes and network-tracking database, County staff training and certification, and ongoing fidelity oversight under a single fixed-price annual agreement. The vendor will provide the methodology, train County-employed staff, and ensure ongoing fidelity oversight and certification. The methodology should operate at the community level, coordinate partners, and integrate social capital development with outcomes tracking and county-level reporting to produce measurable countywide outcomes. This solicitation supports Utah County's obligations under DWS Solicitation 24-DWS-S011 and the Utah Intergenerational Welfare Reform Act (UCA 35A-9).
