Grounds Maintenance Services for Alexandria Forestry Center, Kisatchie National Forest

The USDA Forest Service is seeking grounds maintenance services for the Alexandria Forestry Center at Kisatchie National Forest in Pineville, Louisiana. - Government Buyer: - United States Department of Agriculture (USDA), Forest Service - Kisatchie National Forest, Alexandria Forestry Center, CSA East 2, Supervisors Office - No Original Equipment Manufacturers (OEMs) or named vendors are specified; this is a service procurement. - Services Requested: - Routine mowing of turf areas (approx. 7.21 acres plus 3.9 acres at old LSU site) - Edging and string trimming around sidewalks, curbs, parking lots, buildings, fences, and landscape beds - Landscape bed weeding, shrub and hedge trimming (as requested, up to twice annually) - Routine cleanup of grass clippings and maintenance-generated debris - Debris removal and disposal (as requested, up to four times annually) - Product Line Items: - Housekeeping, landscaping, and groundskeeping services (part number 7540-01-152-8067) for base and option years - Unique/Notable Requirements: - Total small business set-aside; includes economically disadvantaged women-owned and women-owned small businesses - Firm-fixed-price contract with evaluation based on Lowest Price Technically Acceptable (LPTA) - Compliance with anti-discrimination and DEI certifications - Contractors must have an active SAM.gov account and submit a Unique Identity Identifier - Payment processed via Invoice Processing Platform (IPP) - Period of Performance: - Base year plus four one-year option periods, with possible six-month extension - Services scheduled weekly during growing season; optional tasks as funding allows

Description

-This will be a Firm-Fixed-Price Contract between the United States Forest Service and the prospective contractor

-Contractors will have an active System for Award Management (SAM) https://sam.gov account at the time of award and provide the sam.gov Unique Identity Identifier (UEI) in their responses.

-Payment is only made via the Invoice Processing Platform (IPP) at: https://www.ipp.for.fiscal.treasury.gov

-Contractors responding to this solicitation shall submit their quote in accordance with Federal Acquisition Regulation (FAR), FAR 52.212-1. Pursuant to FAR 52.212-2, the criteria for evaluations are (1) Price (2) Performance Relevancy Questionnaire (Exhibit A). The basis for award is the Lowest Price Technically Acceptable (LPTA)

-This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through the most current version of the FAR and other applicable laws.
