Description

Presolicitation Notice

This is a pre-solicitation notice synopsizing an upcoming competitive solicitation for a planned construction requirement. An invitation for Request for Proposals (RFP) is anticipated to be posted in August 2026. The VA Medical Center located in Roseburg, OR, has a requirement for a Firmed Fixed Price construction project to remodel the floors, walls, doors, ceiling, and restrooms to include but not exclusive of sinks, toilets, piping, and tiling. The magnitude of this project is Between $500,000 and $1,000,000. The NAICS code for this procurement is 236220 and the size standard is $45 million. This solicitation is being completed as a request for proposals (RFP) under commercial procedures and in accordance with the updated Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO). The Department of Veterans Affairs Veterans Health Administration (VHA) VA OALC NCO20 anticipates making one (1) firm-fixed-price construction award based on a best value determination as a result of this solicitation. A payment bond, performance bond, and bid guarantee will be required; the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. This project is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. The solicitation will contain the Statement of Work (SOW), specifications, and drawings. A brief description of the work is as follows: The following items are intended to indicate the general scope of work for the project. The contractor shall complete all work included in the contract documents provided in this solicitation. Remove all removable items off the walls and protect all fixed items before painting. Reinstall when finished. Prepare existing walls for a Level 4 finish and paint (14,000 sq ft). Paint door trim in corridors as indicated on drawings. The painted murals on each floor are not to be touched. Demo existing ceiling grid and tiles. Install new 2 x2 grid with gasket seal and new tiles (8,700 sq ft). All items mounted/fastened in the original ceiling grid system are to be reinstalled in their original location. Demo existing 2 x4 ceiling tiles. Keep existing ceiling grid and convert it to 2 x2 ceiling grid system. Install new 2 x2 tiles (3,681 sq ft). All items mounted/fastened in the original ceiling grid system are to be reinstalled in their original location. Asbestos flooring is present and will need to be abated on floor 5. See drawings and specifications for details.
Demo carpet and flooring and remove any tripping hazard transitions between rooms and corridors (4,200 sq ft). Install new flooring and make any transitions between rooms and corridors smooth and flat. Demo wall base trim and install new 6 vinyl wall base trim. All work will be performed in the evenings and weekends. Monday through Friday work hours will be from 4:30 pm 7 am. Work on Saturday and Sunday or federal Holidays can be performed without hourly restrictions. ICRA containment Level III will be required. Furniture may need to be temporarily relocated during construction. Offerors shall be actively registered in the System for Award Management (SAM), have completed the Representations and Certifications sections prior to submitting an offer, and be eligible to receive a contract award. Late and incomplete offers may not be considered for award, pursuant to the terms and conditions in the posted RFP. An organized site visit is anticipated to be included in the details of the solicitation.
