Aircraft Upfit and Operations & Maintenance Support for DHS Boeing 737-700 Fleet

This opportunity from the Department of Homeland Security (DHS) Aviation Integration & Resources (AIR) seeks contractor support for upfitting and ongoing operations and maintenance of four Boeing 737-700 aircraft. - Scope of Work: - Modification, interior design, engineering, and FAA certification for four aircraft - Two aircraft configured for Congressional Delegation (CODEL) missions; two for Executive missions - Specialized seating, conference tables, advanced communications (Starshield/Starlink), printer stations, and mission-support cabin layouts - Executive configurations include additional secure communications, bulkheads, and multi-level printer stations - Operations & Maintenance: - Scheduled and unscheduled maintenance, flight line operations, fueling, cleaning, and mission support - Rapid response for unscheduled maintenance (within two hours) - Provision of qualified pilots (two per aircraft, total eight) - Parts management, reporting, and compliance with FAA and government inspection requirements - Contract Structure: - Base period up to one year starting September 11, 2026, with up to 9 months O&M per aircraft - Four one-year option periods, potentially extending through September 11, 2031 - Industry Engagement: - Virtual event and draft solicitation released for industry input - Key Requirements: - FAA compliance, quality assurance, engineering documentation, and security clearances for pilots - **No specific OEMs or part numbers listed; Boeing is the primary aircraft manufacturer - **Potential for significant contract value given scope and duration

Dear Industry Partners,

The Department is issuing this notice to provide industry with a Draft Performance Work Statement and Draft Evaluation Factors for the U.S. Department of Homeland Security Aircraft Configuration Upfit and Operations & Maintenance Support requirement.

This notice also provides details regarding the Department’s upcoming virtual Industry Engagement Event. 

A notional timeline of key events is provided below:

Virtual Industry Day Event: August 25, 2026, 2:30 p.m. (ET) Final solicitation release: On or about August 25, 2026 Industry questions due on final solicitation: August 26, 2026 Government responses posted to SAM.gov: August 27, 2026 Proposal due date: September 3, 2026 Anticipated contract award: September 11, 2026

The Department of Homeland Security is providing the following details on an upcoming virtual Industry Engagement Event for Aircraft Configuration Upfit and Operations & Maintenance Support:   

WHEN: Tuesday, August 25, 2026

TIME: 2:30 PM Eastern Time (ET)  

WHERE: Virtual

Attendance and Registration: If you are interested in attending the virtual Industry Engagement Event, please register no later than Tuesday, August 25, 2026, at 9:00 AM ET. Attendance at the event is not a pre-requisite for submitting a proposal once the Final solicitation is released.  

Registration: Registration for the virtual Industry Engagement Event is available by clicking on the link at the end of this notice. Registration through any other means will not be accepted or allowed. The registration deadline for interested companies is Tuesday, August 25, 2026, at 9:00 AM ET.  Attendance will be tracked for all event participants. Each registrant must provide their first and last name, company name, and email address. On the day of the event, a link to access the event will be sent via email to those who have registered. 

Note: The Industry Engagement Event will be recorded. Any responses provided during the Industry Engagement Event may be superseded in the resulting Final solicitation. This event is closed to the press.
