DESCRIPTION OF REQUIREMENT:
The contractor shall provide all personnel, equipment, and tools to repair and install new wooden whalers, through rods, associated hardware, and roller hoops for the floating pier located at Station Umpqua River.
The associated NAICS code is 237990 (Other Heavy and Civil Engineering Construction). This contract type will be Firm Fixed Price purchase order.

Site Visit and Location:
A site visit shall be mandatory for all interested offerors. Each offeror is required to visit the site to be able to provide the government with an accurate and competitive proposal. All interested offerors must arrive no later than five minutes prior to the start time. To schedule site visit, provide list of attendees via E-mail to Michelle Myhra at Michelle.M.Myhra2@uscg.mil no later than 08/26/2026, 12pm (PST) any offers that request after specified date and time will not be allowed to attend site visit. Proposal Submission:
Prohibition on Extraneous Material: Do not submit any unnecessary documents, promotional marketing materials, general company history brochures, or generic cover letters. Proposals must contain only the specific information requested below. Extraneous documents will not be evaluated and may be counted against your page limits. All quotes shall be required to be on SF 1442 with a detailed breakdown of all costs along that have been requested. All offers that are submitted late (by day and time zone) and quotes that do not include a breakdown of cost will not be considered in award determination.
A complete submission must not exceed 6 pages, 1-cover page, 2-page maximum Pricing Quotation, and 2-page maximum technical Proposal, 1-page maximum References and shall consist of the following parts:
Part 1: Price Quotation
A completed and signed Standard Form (SF) 1442. A detailed Price Breakdown for the total firm-fixed-price that will be no more than 2 pages. The breakdown must separate the costs for the following: Mobilization, Site Prep, and Demobilization A full cost list of Materials and Equipment Direct Labor
Part 2: Technical Proposal The Technical Proposal shall not contain any pricing information and will not be more than 2 pages. It must provide a clear, concise narrative demonstrating the quoter’s understanding of and ability to meet the requirements of the statement of work. Simply reiterating, paraphrasing, or "parroting" the requirements outlined in the SOW is not acceptable. The proposal must detail the specific methods, resources, and management techniques the quoter will use to meet the outlined standards.
The proposal must include:
Technical Approach: A step-by-step description of how the quoter will perform the work, including inspection, repair, and removal of all materials. Project Schedule: A high-level timeline illustrating the project’s major milestones. The schedule must start from the date of the Notice to Award (NTA) and demonstrate that all work, including demobilization and site cleanup, will be completed within the required Period of Performance, with a completion date of 10/14/2026.
Evaluation:
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technical Capability, Past Performance, Price:
The offeror’s proposal will be evaluated by these evaluation factors to determine if it meets the technical specifications and performance requirements outlined in the SOW. The factors are: (i) technical capability of the item offered to meet the Government requirements is significantly more important than cost or price; (ii) price is approximately equal to cost or price; (iii) past performance is significantly less important than cost or price.
Under RFO FAR 4.203-1(b) prospective contractor shall be registered in System Award Management (SAM) prior to award. Failure for contractor to be registered in SAM shall result in Contracting Officer proceeding with the next successful registered offeror. Website: www.sam.gov
