Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with RFO part 12. This announcement constitutes only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number FA301626Q0190 is issued as a request for quotation (RFQ) RF-4C Phantom II Restoration and Maintenance Services for the 67th Cyberspace Wing at Joint Base San Antonio (JBSA). This acquisition is Total Set Aside for small business concerns.
Description of Work: The Contractor shall ensure one static display aerospace vehicle (SDAV) and related equipment are safely and properly configured to accurately reflect USAF history, heritage, and traditions in accordance with (IAW) this Performance Work Statement (PWS), DAFI 84-103 “Department of the Air Force Heritage Program”, and other applicable standards. The goals and objectives are to ensure the SDAV and related equipment are inspected, cleaned, prepared, maintained and painted to restore to original manufacturer’s or operational appearances for the period depicted and control/prevent metal corrosion or other forms of surface deterioration that are costly and can shorten SDAV life, hinder mission accomplishment or endanger personnel, visitors, or the environment. Site Visit.
A site visit at JBSA Lackland is scheduled for THURSDAY, 11:00 AM CDT, 27 August 2026 Central Daylight Time (CDT). To participate in the site visit, attendees must register by emailing the following information no later than Wednesday, 11:00 AM CDT, 26 August 2026, utilizing the specific subject line “JBSA RF-4C Phantom II Restoration and Maintenance Services Site Visit Attendance Request."
Site Visit Questions. All questions resulting from the site visit must be presented in writing and directed via email to Contracting Specialist, A1C Naomi Kabi, at naomi.kabi.1@us.af.mil. All questions and/or concerns must be submitted no later than Friday, 11:00 AM CDT, 28 August 2026, via email with the combo solicitation PIID as the subject line. Late questions/concerns will not be accepted nor considered unless determined by the Contracting Officer. Responses to questions will be posted as an amendment to the solicitation on SAM.gov (www.SAM.gov).
Quote Submission Deadline: All quotes, along with the completed portions of the solicitation, must be received by 11:00 AM CDT on Tuesday, 1 September 2026. Quotes submitted after this date/time will not be considered unless determined by Contract Officer that accepting a quote after the submission deadline is the most advantageous for the government.
