FBI Procurement of Tier II Mobile Command Post Vehicle (MCPV) Trailer Systems and Prime Hauler Vehicles

The Federal Bureau of Investigation (FBI), through its Facilities Acquisition Unit and Finance and Facilities Division, is soliciting proposals for the design, engineering, manufacturing, integration, testing, and delivery of up to thirteen (13) custom Tier II Mobile Command Post Vehicle (MCPV) trailer systems and compatible Class 4 Prime Hauler vehicles under a firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract. - Government Buyer: - Federal Bureau of Investigation (FBI) - Facilities Acquisition Unit - Finance and Facilities Division, Procurement Section - Products and Services Requested: - Up to 13 custom-engineered Tier II MCPV gooseneck trailer systems - Each MCPV supports command, control, communications, and computer (C4) operations for classified and unclassified missions - Features include: minimum 15 workstations, aluminum exterior, advanced electrical and HVAC systems, equipment racks, audio/visual systems, RF and satellite connectivity, security and life-safety systems, and segregated network enclaves - Diesel generator (sized for MCPV load with reserve), three-phase shore power, CAT-8 cabling, and pneumatic mast system (min. 30-ft height) - Interior and exterior video displays, emergency and scene lighting, and fleet management system with GPS/web-based monitoring - Up to 13 compatible Class 4 Prime Hauler vehicles (e.g., Ford F-450 or equivalent) - Dual rear wheels, crew cab seating for five, minimum 500 HP diesel engine, advanced operator features, emergency lighting, and communications equipment - Design, engineering, integration, testing, training, warranty, and lifecycle support services - First Article requirement: initial configuration must be approved by the government before production - Warranty: 5 years electrical, 10 years structural, 5 years workmanship - ISO 9001 certification required - Detailed design reviews, quality control, and technical verification - Unique or Notable Requirements: - MCPV must support simultaneous voice, video, and data operations with segregated network enclaves (Red/Green/Blue) - Integration of both Government-furnished and Contractor-furnished mission equipment - 15-year service life for MCPV - Extensive safety, monitoring, and fleet management features - Rigorous inspection, demonstration, and testing for each requirement - No specific OEMs or part numbers are mandated, but Ford (for F-450 equivalent) and Whelen (for emergency lighting) are referenced as examples. - Maximum contract value is $15,000,000.

Description

The Federal Bureau of Investigation (FBI) intends to award a single-award, Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Tier II Mobile Command Post Vehicle (MCPV) systems. The purpose of this acquisition is to establish a contract vehicle for the design, engineering, manufacturing, integration, testing, and production of trailer-based mobile command post systems capable of supporting FBI command, control, communications, and computer (C4) operations.

The Tier II MCPV requirement consists of a custom-integrated gooseneck trailer system and, when ordered, a compatible Class 4 prime hauler vehicle. The MCPV Trailer shall provide a mobile operational environment supporting mission communications, networking, workspace, power generation and distribution, environmental control, equipment racks, audio/visual capabilities, RF and satellite connectivity provisions, security systems, and integration of Government-furnished and Contractor-furnished mission equipment.

The contract will include a First Article requirement. The Contractor shall design, manufacture, integrate, test, and obtain Government approval of an initial MCPV Trailer configuration prior to production quantities. The approved First Article configuration will establish the production baseline for subsequent MCPV Trailer systems.

The Government anticipates ordering approximately thirteen (13) MCPV trailer systems and associated prime hauler vehicles over the contract ordering period; however, the Government guarantees only the minimum contract obligation identified in the solicitation. The maximum contract value shall not exceed $15,000,000.00.
