CLEP Testing Services for DANTES – Market Research and Sole Source Intent

This opportunity seeks vendors to provide College Level Examination Program (CLEP) testing services for the Department of Defense's Defense Activity for Non-Traditional Education Support (DANTES). - Government Buyer: - Defense Activity for Non-Traditional Education Support (DANTES), Department of Defense - Personnel Readiness Management Agency (PRMA), Defense Support Services Center (DSSC) - OEMs and Vendors: - College Entrance Examination Board (primary OEM) - Services Requested: - Administration of 34 CLEP exams for military personnel, eligible civilians, and Reserve Components - Score reporting and authoritative transcript generation - Voucher management for test fees - Outreach support and development of new exam titles aligned with Project Patriot Pipeline - Secure global electronic test distribution and advanced remote proctoring - Test administration at National/International Test Centers (NTCs), both on and off military installations - Unique/Notable Requirements: - Mandatory compliance with data management, security, and accessibility standards - Development of new exams tailored to Department of War's Project Patriot Pipeline - Fully funded test fees for eligible participants - Sole source intent unless other capable vendors are identified - No specific product part numbers or quantities; focus is on comprehensive examination services

Description

This is a Sources Sought Notice for the Defense Activity for Non-Traditional Education Services (DANTES) College Level Examination Program (CLEP).  This requirement is currently being performed by College Entrance Examination Board under contract H9821022D0001.  The Government intends to sole source this follow-on requirement to the College Entrance Examination Board, if additional, capable vendors are not identified. 

Please reference the Sources Sought and draft Performance Work Statement (PWS) for information on how to submit a response.  Submissions shall not exceed 15 pages.  Please note that the PWS identifies Attachments 1, 2, and 4 (Attachment 3 is reserved), which contain reporting codes for examination results.  If this information is necessary to reply to the Sources Sought, please send an email to the Contract Specialist outlining the need for the information.
