Military Sealift Command (MSC), part of the Department of the Navy, is seeking a fixed-price time charter for a Jones Act qualified, U.S. flag Offshore Supply Vessel (OSV) to support submarine rescue operations and related fleet missions in the Hampton Roads Area, Virginia. - Government Buyer: - Military Sealift Command Headquarters (MSC HQS) Norfolk, Department of the Navy - OEMs and Vendors: - No specific OEMs or vendors are named; vessel must be Jones Act qualified and U.S. flagged - Products/Services Requested: - Charter of one Offshore Supply Vessel (OSV) for submarine rescue, sea trials, and fleet support - Vessel must support installation and operation of NATO Submarine Rescue System (NSRS) and Submarine Rescue Diving Recompression System (SRDRS) - Key equipment and systems required onboard: - Standard Navy Double-Lock Recompression Chamber System (SNDLRCS) - Fly-Away Mixed Gas System (FMGS) components (control console, air rack, helium-oxygen supply racks, oxygen supply rack) - Recompression Chamber Life Support Skid - MILVANs for UUV battery storage/charging - Expandable Small Air Mobile Shelter (ESAMS) - Combat Rubber Raiding Craft (CRRCs), Rigid Hull Inflatable Boats (RHIBs), and cradles - Air compressor for chamber and scuba support - Explosive Ready Service Lockers (RSLs) - Small boat with 80 HP motor and launch/recovery equipment - VSAT or equivalent broadband internet (min. 1 MB bidirectional, scalable to 3 MB) - VHF-FM transceivers (6 units) - Convoy flags and pennants - Automated External Defibrillator (AED) - Crew and operational requirements: - Vessel must support up to 31 government personnel - Dynamic positioning (DP2 or greater) - Worldwide deployment capability - Training for Dynamic Positioning Officers - Unique/Notable Requirements: - Vessel must be Jones Act qualified and U.S. flagged - Extensive technical, safety, and operational certifications required - Must support installation and operation of specialized submarine rescue systems - Detailed government-furnished property list includes military and protective equipment (night vision goggles, body armor, firearms, masks, training aids, etc.) - Secure communications, fuel consumption warranties, and crew qualifications mandated - Period of Performance: - One-year base period, three one-year options, and one eleven-month option period

Description

The solicitation will be a fixed-price time charter, with a performance period of one (1) year base period and will be followed by three (3) 1-year options and one (1) 11-month option period. The solicitation will require the time charter of one (1) Jones Act qualified, U.S. flag, Offshore Supply Vessel (OSV) to support submarine rescue requirements in support of submarine sea trials and other Fleet mission support as required, in the vicinity of Hampton Roads Area in Virginia.
