FDC Honolulu, part of the Federal Bureau of Prisons under the Department of Justice, is soliciting bids for a wide range of quarterly subsistence food supplies for the 1st quarter of Fiscal Year 2027. - Government Buyer: - Federal Bureau of Prisons, FDC Honolulu - Products Requested: - Large quantities of meats (beef patties, ground beef, roast beef, chicken leg quarters, chicken patties, boneless chicken, turkey roast) - Dairy products (butter, cheddar cheese) - Canned fruits and vegetables (applesauce, fruit cocktail, beets, carrots, corn, green beans, mushrooms, peas, spinach, tomatoes) - Dry beans and canned beans (black, garbanzo, kidney, lentil, navy, pinto) - Grains and cereals (rice, bran flakes, pasta varieties) - Spices and seasonings (basil, bay leaves, Cajun seasoning, chili powder, cayenne pepper, ginger, onion powder, parsley flakes, red pepper, taco seasoning, thyme) - Prepared foods (cheese pizza, taco shells, tortilla chips) - Condiments and dressings (mayonnaise, creamy Italian, mustard, salad oil, Worcestershire sauce, jelly, peanut butter) - Beverage mixes and coffee - Quantities range from hundreds to hundreds of thousands of units or pounds, e.g. 150,000 beverage mix packs, 220,000 jelly packets, 12,000 lbs boneless chicken, 10,000 lbs ground beef. - Notable Requirements: - All food products must meet USDA and FDA standards - Specific packaging, freshness, and labeling requirements (e.g., meats must be 6 months or younger upon delivery) - No added water, phosphates, binders, or extenders in meats - Products must be delivered within the specified contract quarter - No specific OEMs or branded vendors are named; generic food commodity standards apply.

The Federal Bureau of Prisons, FDC, Honolulu, HI intends to issue a solicitation for the requirement of: Quarterly Subsistence. This acquisition is a Total Small Business Set-Aside. The NAICS code for this requirement is 311999; the small business size standard is 500 employees. The contract type is a firm-fixed price. The Government reserves the right to make formal single or multiple awards. Delivery is required by October 19, 2026. Late deliveries will result in a negative performance evaluation. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered at https://www.sam.gov/. Faith-Based and Community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. All responsible sources are encouraged to submit a written offer which will be considered for award. The solicitation will be available on or after August 21, 2026, with a due date of September 8, 2026 2:00 p.m. Pacific Time. The solicitation will be distributed solely through the SAM beta.gov web site https://beta.sam.gov/ Hard copies of the solicitation document will not be available. Award will be based upon price as well as past performance. Poor past performance (Late, Incorrect or Non-Delivery) may result in bid not being considered and award not being made.
