FCI Herlong is seeking quarterly subsistence supplies for the 1st quarter of fiscal year 2027, focusing on a broad range of food products for inmate meals. - Government Buyer: - Federal Bureau of Prisons, Federal Correctional Institution (FCI) Herlong, Herlong, California - Products Requested: - Dry beans (kidney, black, pinto, lentils, navy, great northern) - Rice (long grain, parboiled) - Flours (all-purpose, bread) - Corn meal - Tomato products (diced, crushed, paste, catsup) - Salad dressings (Caesar, mayonnaise) - Jelly (various fruit types) - Taco shells, tortillas - Canned vegetables (mixed, spinach, green beans, peas, corn, carrots, beets, peppers, mushrooms) - Spices (red pepper, cayenne, turmeric, basil, garlic powder, paprika) - Meats (beef roast, ground beef, beef patties, chicken breast, leg quarters, breaded chicken filets, turkey roast, ground turkey, pork roast, Italian sausage) - Fish fillets (tilapia, cod, haddock, hake, flounder, sole, turbot, plaice, halibut) - Tofu (regular or organic, firm to super firm) - Cheese (cheddar, mozzarella) - Butter (bulk) - Lemon juice (reconstituted) - Quantities: - Range from dozens (spices, lemon juice) to hundreds of thousands (Caesar dressing) - Unique/Notable Requirements: - All products must meet USDA and FDA standards for grade, quality, and packaging - Meat and poultry must be produced under FSIS inspection and meet specific age, labeling, and packaging requirements - No religious exemption labeling accepted - Products must be grown, processed, and packed in the US or Canada (for vegetables) - Detailed specifications for each item, including packaging, labeling, and ingredient requirements - OEMs: - No specific OEMs are named, but reference is made to products similar in quality to Greater Omaha Beef, Tyson, IBP, Cargill, Sanderson, and Peco for meat and poultry - Vendors: - No specific vendors are named; open to small business suppliers meeting requirements

The Federal Bureau of Prisons, Federal Correctional Institution, Herlong, CA intends to issue a solicitation for the requirement of: Quarterly Subsistence. This acquisition is a Total Small Business Set-Aside. The NAICS code for this requirement is 311999; the small business size standard is 500 employees. The contract type is a firm-fixed price. The Government reserves the right to make formal single or multiple awards. Delivery is required by October 19, 2026. Late deliveries will result in a negative performance evaluation. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered at https://www.sam.gov/. Faith-Based and Community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. All responsible sources are encouraged to submit a written offer which will be considered for award. The solicitation will be available on or after August 21, 2026, with a due date of September 8, 2026 2:00 p.m. Pacific Time. The solicitation will be distributed solely through the SAM beta.gov web site https://beta.sam.gov/ Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Award will be based upon price as well as past performance. Poor past performance (Late, Incorrect or Non-Delivery) may result in bid not being considered and award not being made by FCI Herlong.
