Description

The purpose of this special notice is to issue notice of intent to restrict competition for certain commercial products under the simplified acquisition threshold. The Washington Aqueduct has a requirement for the acquisition and delivery of one Versalift SST-40-EIH insulated end-mounted 40 ft. 12.2m telescopic aerial platform lift 45 ft. working height, 27 ft. 9 in. horizontal reach with a 50 kV rated liner and cover, fully integrated and installed on a 2026 Ford F-550 Reg Cab 4x4 chassis with a 132 inches long x 40 inches high x 94 inches wide service body, associated accessories, and delivery to Washington, DC. Authority to Restrict Competition: 41 U.S.C. 1901: Simplified acquisition procedures, as implemented by RFO 12.102. Reason for Authority Cited: RFO 12.102a allows the Contracting Officer KO to restrict competition when procuring commercial products under the SAT when they determine that only one source is reasonably available to fulfill the requirement. The Government requires an insulated aerial lift vehicle tested and certified for electrical work at 46 KV and below in accordance with ANSI A92.2 requirements to support immediate utility, maintenance, and facility operations. Standard manufacturing lead times for a custom-built chassis and integrated aerial lift of this magnitude typically span several months to over a year.
