New York State is seeking proposals for the development of a statewide Next Generation 911 (NG911) system, transitioning from legacy E911 systems to a standards-based Emergency Services Internet Protocol Network (ESInet) supporting Next Generation Core Services (NGCS). The procurement is divided into two lots: Lot 1 for the System of Services (design, deployment, and operation of the ESInet and NGCS), and Lot 2 for Independent Verification & Validation (IV&V) to assess and enforce compliance with contract requirements. Bidders may submit proposals for one or both lots, but only one lot will be awarded per bidder. The contract term is ten years, and the scope includes statewide coverage, compliance with industry standards, and MWBE participation goals.
