The contractor must provide and install temporary railings due to extended lead times for permanent railings, then later remove the temporary railings and install the permanent ones. The City prefers phased construction to keep at least one stairway open but may allow temporary closure of all three stairways if it significantly reduces schedule or costs while maintaining safe pedestrian access.
