Atlassian Jira Software and Confluence Premium Licenses with Professional Services for DeCA

The Defense Commissary Agency (DeCA), supported by the U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), is seeking a contractor to provide Atlassian brand name only software and professional services for enterprise-wide adoption. - Government Buyer: - Defense Commissary Agency (DeCA) - U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Directorate of Contracting - OEM Highlight: - Atlassian is the sole specified OEM; only Atlassian products and services are permitted - Products Requested: - 500 Atlassian Jira Software Premium licenses - 500 Atlassian Confluence Premium licenses - Allocated across Program Management Office (PMO), Advanced Retail Technology Suite (ARTS), and Human Resources (HR) - Services Requested: - Role-based training and interactive workshops for Jira and Confluence - Expert technical advisory support including workflow design, platform configuration, and migration planning - Project management services with weekly and periodic status meetings - Optional sustainment support for ongoing technical assistance, configuration enhancements, workflow adjustments, and refresher training - Unique Requirements: - Initial provisioning and training must be completed within 120 days of contract start - Annual license renewals and optional sustainment support for up to four option years - Key personnel required: Project Manager and Senior Atlassian System Administrator with specific qualifications - Flexible Level of Effort for sustainment support as a separately priced option - No substitutes or alternative brands accepted; strict brand name only requirement - Contract Structure: - Firm-fixed-price contract with a base year and four one-year option periods - Reporting and deliverables required throughout contract, including monthly progress and annual service contract reports - Small business set-aside under NAICS code 541519

-Similiar or Like products and/or Services will not be considered.

-The Solicitation document must be fully filled out including all CLIN LINES  for both labor/Supply and Professional Services and complete all clauses that apply and dill in sections 17a, 30a, 30b 30c to be considered. 

-Please refer to the Attached Performance Work Statement (PWS) for specific details.
