1.0 GENERAL INFORMATION

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2026-01.

The United States Coast Guard (USCG) Air Station Washington has a requirement for specialized exterior brightwork polishing corrosion prevention coating, exterior dry washing, ceramic-coating upkeep, interior deep cleaning, and carpet cleaning services for its command-and-control aircraft fleet.

2.0 PLACE & PERIOD OF PERFORMANCE

2.1 Place of Performance

Primary performance will take place in: U.S. Coast Guard Air Station Washington 1 Aviation Circle, Hangar 6 Ronald Reagan Washington National Airport Washington, DC 20001

2.2 Period of Performance

The contract will consist of one (1) 12-month Base Period and four (4) 12-month Option Periods, structured as follows:

4.0 SUMMARY OF PERFORMANCE WORK STATEMENT (PWS) REQUIREMENTS

The successful Contractor shall provide all qualified personnel, supervision, labor, tools, equipment, materials, consumables, transportation, quality control, and documentation.

4.1 Target Fleet

C-37A (Gulfstream V): Aircraft CG-101 C-37B (Gulfstream G550): Aircraft CG-102 C-39A (Gulfstream G700): Aircraft CG-103 and CG-104

4.2 Key Task Requirements

Brightwork Polishing: Left/right engine inlet cowl lip skins, left/right wing leading edges, left/right pylon leading edges, horizontal stabilizer leading edges, and vertical stabilizer leading edge. Corrosion Protection Coating: Application of Granitize Aviation Xzilon 3 (or authorized equal meeting Section 2.5 parameters). Exterior Dry Wash & Ceramic-Coating Upkeep: Complete exterior cleaning utilizing aircraft-approved dry-wash processes. Interior Deep Cleaning: Complete deep clean of cabin surfaces, seating, tables, galleys, and lavatories. Carpet Cleaning & Floor-Heating Protection: Care and removal of carpets, protecting sensitive underlying floor-heating elements. FOD & Tool Control: Strict adherence to positive tool control and zero Foreign Object Debris (FOD) impact on aircraft work sites.

5.0 INSTRUCTIONS TO OFFERORS (FAR 52.212-1 ADDENDUM)

Quotes must be submitted electronically via email to the Contracting Officer at [Insert Email Address] no later than the date and time specified in Section 1.0.

5.1 Submission Requirements

The quote submission shall consist of three (3) separate volumes:

Volume I: Technical Capability

<ul>
  <li><strong>Technical Approach:</strong> Describe the offeror's methodology for accomplishing the polishing, coating, and cleaning tasks. Discuss aircraft protection, safety, and chemical application procedures.</li>
  <li><strong>Key Personnel & Qualifications:</strong> Provide evidence of staff training, experience in aircraft brightwork polishing, aircraft-safe cleaning methods, chemical handling, and FOD controls.</li>
  <li><strong>Quality Control Plan (Draft):</strong> Outline the contractor's internal QC methodology to ensure error-free performance in accordance with PWS Section 3.1.</li>
</ul>

Volume II: Past Performance Provide a minimum of two (2) and a maximum of three (3) references for similar contracts performed within the past three (3) years. Each reference must include Contracting Agency/Entity, Contract Number, Dollar Value, Period of Performance, Point of Contact (Name, Email, Phone), and a brief description of services rendered. Volume III: Price Completed CLIN pricing table for the Base Period and all Option Periods. 6.0 EVALUATION FACTORS FOR AWARD (FAR 52.212-2)

The Government intends to award a Firm-Fixed-Price contract resulting from this solicitation to the offeror responsible whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. The following factors will be used to evaluate quotes:

Factor 1: Technical Acceptability

<ul>
  <li>Technical quotes will be evaluated on a Pass/Fail (Acceptable/Unacceptable) basis. To be rated "Acceptable," the quote must clearly demonstrate the offeror's capability, qualified personnel, and sound procedures to fulfill all requirements of the PWS, including tool control and safe aircraft maintenance practices.</li>
</ul>

Factor 2: Past Performance Evaluated on a Pass/Fail basis. The Government will review references for recency, relevancy, and quality of performance. A history of satisfactory performance is required. Offerors without a record of relevant past performance will receive a "Neutral" rating, which is considered "Acceptable." Factor 3: Price Price will be evaluated for completeness and reasonableness. Evaluation of options should not obligate the Government to exercise the option(s).
